Introduction and Apologies  Terry Worrall welcomed everyone to the meeting and Community Board members introduced themselves. Action Notes from Annual General Meeting held on 23 April 2007 The minutes of the last AGM were approved subject to the inclusion of Cllr Andy Lenaghan on the list of Community Board members present. Proposed: Roy Jones Seconded: John Perry All agreed Chairmans Report Following a busy year for the Community Board we are in a stage of development and change, it is anticipated that we should be able to galvanise the various representative groups of Hayling Islanders to become a more cohesive force for the improvement of where we live, earn and learn. One of the more significant successes has been the establishment of Haylings own Pride of Place, a conduit for any Islander to find information on a wide range of subject/needs and we have the Bridge Centre to thank, especially our own Board member Paul Dennison. Without Paul's assistance and the generous donation of the use of the Centre, we would have to source external funding/lottery/donations and find a location suitable. Indeed most are aware of the difficulties experienced by the Leigh Park Pride of Place with their accommodation. A development for the future is hoped to be the introduction of a Credit Union type advice session. We have for some time been discussing the idea of Hayling PLC and at a recent Saturday meeting of the Board we welcomed Colin Telford of Hayling Book Shop to give a powerpoint presentation and the idea of arranging a meeting of all representatives of groups on the Island, be they for the youth, the elderly, those in entertainment, those in business as well as those that provide any form of social service (health, domiciliary care, patient transport, public transport, fire services etc) the list is vast. The problem we suffer is similar to many action groups based on the volunteer sector and that is lack of time, over 2/3 of our current membership are either in fulltime work/education or are actively retired working with other groups. This needs to be addressed as we need the input of all ages of the Island and not, as in other areas, committee membership restricted to availability of retired people. Currently, following the recent flooding in Northney and Eastoke/Sandypoint we are looking into the sea defences of the Island and Nigel Chilcott has requested that we meet with the environmental services and to investigate where we, as a group, can have any influence with the relevant decision makers. The past year has seen the increased involvement of the various Police services and the environmental rangers. Their input has given valuable insight to the problems experienced and what is actively being done to help in different areas of the Island. Indeed it was at these meetings we discussed the inclusion of the regular Police updates in the Hayling Islander and I would like to extend our thanks to the Police for not only giving the 'Head Cam' presentation this evening but for their individual and joint support. As we move forward we will be discussing various Lottery funding projects, working in close association with the Havant Community Partnership, forging closer bonds with the youth as well as other sectors of the community. Nigel Chilcott is our representative for the HCP and is also our representative for the Faith Groups across the Island, together we can make a difference and work to improve the Island where we 'live earn and learn' In conclusion, I would like to thank all members of the Hayling Island Community Board for their time and effort to date, thank those who have been members and needed to stand down due to personal or business reasons, a special thanks to Andy Lenaghan our Council representative who has always given good guidance and support and to Helen Wood for her continued support of the Community Boards as well as thanks to the other members of the HCP. Nominations for Membership There were 8 vacancies on the Community Board (this included five Community Board members standing down having completed three years on the Board). There were 4 new nominations for membership plus 5 standing for re-election. All new nominees gave a brief presentation about themselves and their reasons for wishing to join the Community Board. It was unanimously agreed that Zack Allgood (a youth representative) should become a co-opted member and that the remaining nominees, Nigel Chilcott, Paul Fisher, Roy Jones, Colin Turner, Tony Higham, Zita Good, Mike Treadwell and Linda Woodage be voted onto the Community Board. All were welcomed. Election of Officers Thanks were passed to Andy Lenaghan for his work as the Community Boards Nominated Councillor, to Nigel Chilcott for his work with as the HCP Board representative and to Terry Worrall for his work as Chairman. Vice Chairman - Nigel Chilcott Proposed: Andy Lenaghan Seconded: Terry Worrall Carried unanimously Havant Community Partnership Board Representative - Nigel Chilcott Proposed: Terry Worrall Seconded: Andy Lenaghan Carried unanimously Presentation regarding Headcams PCSO Graham Archibald provided a presentation showing the quality of footage obtainable from the use of headcams. It was confirmed that footage could be used as evidence and that it was possible to film approximately 6 hours at a time. Anyone being filmed would be informed. Care was taken to protect identities but film could be used to inform parents which had proved effective. It was confirmed that the Drinking Ban would be Borough-wide. However, there was no longer an issue with drinking in the area. Graffiti, however was a continuing problem. It was confirmed that there would be an increase in staffing with a new WPC commencing and two additional posts to be advertised. At full strength there would be one Sergeant (Steve Pratley), 4 police officers and 3 PCSOs. There were also 2 ACSOs, employed by Havant Borough Council who worked closely with the Police. There was a short discussion regarding opening hours of the police station and working hours of PCSOs. It was also confirmed that telephone numbers to be used for contacting police should be 999 (emergency), 0845 or 101. It was confirmed that the mobile station had been well received and would be used monthly at different locations and at different times. Thanks were passed to PCSO Graham Archibald for attending the meeting. Local Development Framework Following a presentation at the previous meeting Phil Gooch and John Perry had considered documentation relating to the LDF and drafted an answer from the Community Board. This would be placed on the HICB website for everyone to read and comment. The full report would then be forwarded to Havant Borough Council. It was stressed that the infrastructure was of vital importance. Everyone was requested to read and comment on the report as soon as possible as a response was required by the end of April. The web site would be updated as comments were received. Thanks were passed to Phil Gooch and John Perry. A unanimous vote of thanks was also given to John Perry for the work undertaken on the web site. 7.
