Apologies had also been received from Margo Allen who had resigned from the Community Board. 2.Action Notes from Previous Meetings/Matters Arising The minutes of the previous meeting were agreed subject to the following amendment: Item 2 Second paragraph should read 10 email addresses were available. Item 4 Andy Lenaghan confirmed that the issue with litter bins had been reported. 3.Public Open Session Nil 4.Community Safety There were no updates on community safety and thanks were passed to the ACSOs for attending the meeting. 5.Environmental Quality Rangers Report There was no Environmental Ranger at the meeting. Helen Wood to check for future attendance. HW6.Local Development Framework Andrew Biltcliffe, Planning Policy Team Leader and Robyn Lyons, Policy Planner, at Havant Borough Council provided a presentation on the Local Development Framework, details of which could also be found as a centre spread in Serving You. The LDF contained 17 detailed policies which would replace the Local Plan and there was a need for a good quality response to ensure that development was of a high quality and would meet the needs of future generations. The Allocations Plan was in the first stages, with the Council having 2 years to consider and decide on options, which could include possible changes to town centre boundaries. Following discussions included: Emphasis on tourism on Hayling Island Infilling identifying sites which could possibly accommodate 5 or more dwellings Windfall sites could not be included Number of new houses for Hayling Island in current plan had already been exceeded Flooding considerations The importance of ensuring new policies had strong criteria in place Consultation Housing 6301 new homes required Use of green field sites Suggested provision of a list of protected open spaces Infrastructure flooding, bridge access, traffic at Langstone Apathy among people/the need for people to comment on the LDF Employment on the Island Number of elderly people living on the Island It was confirmed that the Local Development Framework set the principles where the Planning Application agreed details, ensuring those details worked in the locality. The importance of commenting on the LDF was emphasised as Planning Inspectors would have to follow LDF policies which would set out the principles of design, size, mix of dwellings etc. Consultations would continue until 25 April and information would be available after 14 March on the Council website and would also be available in libraries and at the Civic Offices. There would also be series of manned public exhibitions. It was agreed that due to the shortage of time for comment, a sub-group should be formed to include the Residents Association and Community Board members John Perry, Paul Fisher, Tony Higham and Phil Gooch. John Perry to arrange first meeting.  JP7.Havant Borough Sustainable Community Strategy Nigel Chilcott provided information regarding the Havant Borough Sustainable Community Strategy which would replace the current document Stronger Together and circulated draft copies of the Havant Borough Sustainable Community Strategy Framework and a plan showing how the Strategy worked with other plans. The Draft Sustainable Community Strategy had been approved at the HCP Board on 23 January 2008. Comments had been invited since 15 February and the Community Board was seen as a major means of consultation locally. Community Board members were urged to look at the Strategy and provide comments, a copy of which could be sent to Nigel for inclusion in a report he would be writing on the Strategy. ALLThere was a short discussion regarding the word sustainability and it was agreed that this involved all groups and organisations working together to advance the cause of Hayling Island and that a lively community was a sustainable community. 8.Youth Lydia Armstrong reported that the youth caf was going well and spoke of links being made with different services and consultation being undertaken with PCSOs, ACSOs and youth services. It was confirmed that Child Development and Youth Development roles currently being reviewed at Havant Borough Council were key to the work with young people. Helen Wood to request a written update from Matt Shearman to be attached to the minutes. HW9.AGM It was confirmed that new members were required on the Community Board and that it would be useful to have a member with considerable business experience. It was agreed that publicity was the key and an open evening to introduce the public to the work of the Community Board was suggested. It was also felt that there should be a member who could write articles for the Hayling Island each month. It was agreed that Andrew Griffin should be invited to the AGM. Lydia Armstrong suggested that Kathleen ONeil could publicise information and possibly the schools could also be targeted. It was agreed that meeting posters should be sent to Lydia Armstrong. AL HW It was possible that the positions of Chairman and Vice Chairman may need to be considered and there was a short discussion regarding the involvement of councillors with Community Boards. 10.Hayling Island Community Board Website John Perry spoke of the need to include a mission statement, minutes, planning applications etc on the website. There was a need to encourage members of the public to attend meetings. John Perry proposed the setting up of a mock web site but would need help with the content. He suggested this should include: Mission Statement Minutes Planning Applications Achievements of the Community Board Current Projects Calendar of meetings etc Any information should be passed to John Perry. 11.Open Forum for Community Board Members It was requested that a list of important actions be included in the email when circulating minutes and agenda. Helen Wood to action. It was also requested that minutes be circulated as soon as possible. HWHayling Island Plc - Lydia Armstrong suggested that a list of organisations could be obtained from Sue Spencer at HCCS and also informed those present that she was mapping services provided on Hayling Island. It was agreed that this would be discussed further as soon as possible after the AGM. Andy Lenaghan requested that a presentation on the Credit Union be added to the next agenda. He also requested that the draft agenda for the next meeting be forwarded to him by Friday 14 March in order that information could be forwarded to the Hayling Islander.  HWThere was a short discussion regarding Eastoke Corner and Andy Lenaghan confirmed he was confident that the money for the Eastoke Project had not been lost. There would be a strategic meeting in early April when progress would be considered. Previous discussions regarding an opening to coincide with other events on the Island had not proved possible. It would be necessary to arrange a date which did not clash with any other event. The current position of the North Circular Walk was questioned. The situation was also likely to be clarified in early April. It was confirmed that a successful lottery bid had provided Hayling Library with 124,000 to develop a community room at the back of the library which would be available to the public. A telephone call had been received from an independent pharmacy considering opening on the Island. It was generally agreed that this would be beneficial especially if opened in the Eastoke Corner area. Congratulations were passed to the MTI who had received a 9,000 lottery grant which would assist with events planned for Hayling Island.
