Apologies had been received from Colin Turner, Tony Higham and Shawn Lambert. An email of resignation had been received from Shawn Lambert and thanks were recorded for the work he had undertaken for the Community Board. 2.Action Notes from Previous Meeting/Matters Arising Item 2 (9A) It was confirmed that the Welcome to Hayling Island signs were due to be erected in advance of the twinning in May 2008. The placing of a sign at the Ferry was questioned. Helen Wood to check. Community Board members felt that the new signs were attractive.  HWThere was a short discussion regarding difficulties with placing the sign for the Temple. Andy Lenaghan/Nigel Chilcott to speak to the land owners. AL/ NCItem 4 There was extensive discussion regarding the progress of Pride of Place on Hayling Island. Paul Denison confirmed that he had written permission to use the logo. The cost of a banner (similar to that on the front of the Leigh Park Pride of Place) was estimated at 70 and the preferred advertising board was 195 +VAT from a local Hayling firm. Helen Wood to check whether this could be purchased from remaining Liveability money and whether VAT could be reclaimed on this item. Leaflets could be produced at a later date and link with handouts for the press. It was recognised that the Police were the mainstay of Pride of Place in Leigh Park and dependent on availability local Police would be supporting Pride of Place on Hayling Island, which would be open Tuesday, Wednesday and Thursday mornings. It was confirmed that staffing could initially be covered by Bridge Centre staff but anyone wishing to be involved should contact Paul Dennison. Any relevant or useful information/leaflets etc including voluntary services would be welcomed. It was agreed that an item Assisting/Staffing Pride of Place would be added to the January Agenda. The use of editorial in the Hayling Islander, which was free of charge, was suggested.  HW HWItem 6 The Play Strategy had been circulated. Some omissions had been noted such as those children who attended school off the Island. 3.Public Open Session Nil 4.Community Safety Sergeant Steve Pratley reported that Hayling Island now had two head cameras linked to the police station, with a stand alone computer. There had been an issue with the school crossing patrol at Mengham Infants School where the patrol lady had been unavailable. It was emphasised that it was not the responsibility of the Police to provide school crossing patrols but the responsibility of the parents. However, PCSOs had been undertaking crossing patrol duties. It was suggested that there should be reserve crossing patrol people available. In relation to Youth Engagement, PCSOs had organised a five-aside football tournament at the college on Tuesday 18 December. Feedback following the mobile police station on 19/20 November had been very good. The van had been booked for a further week commencing 7 January 2008 and would visit a different site each day including Northney Community Hall, Eastoke Corner and Mengham. This would be advertised via the media, leaflet drops and the Hayling Islander. It was suggested that this would also be an ideal opportunity to advertise Pride of Place. There had been two incidents reported involving vehicles pulling in front of buses causing them to make emergency stops. Any other similar incidents should be reported to Steve Pratley. It was reported that young people were gathering behind the fair on Friday and Saturday nights. Steve Pratley confirmed that there were still issues at Hayling Park and Beachlands. High visibility patrols had been undertaken and ACSOs were aware. Paul Dennison reported problems with fences by the Glazing Company being broken. It was suggested that CCTV from the Guide Hut may assist in identifying culprits. The Government was no longer supporting the 101 service. HCC were considering other possibilities. During November Havant Borough Council had received 373 calls of which 36 related to Hayling Island. Robert Woodward reported a spate of thefts from motor vehicles in November in the Rogers Mead area. Houses had been leafleted about the issues. There had been a break-in at Sovereign where the thief had been caught red-handed. Paul Fisher reported that all were very impressed at the speed of response. There was a short discussion regarding the CCTV camera at the bridge. Steve Pratley was trying to ascertain whether everything was available for the work to be completed. Thanks were passed to Sgt Steve Pratley for attending the meeting. 5.Environmental Quality Rangers Report Nick Horton, EQR at Havant Borough Council confirmed he would be pleased to participate in Pride of Place. He had been involved with the Leigh Park Pride of Place in the past and was of the opinion that if Hayling Island could repeat a fraction of the success experienced at Leigh Park it would be a very worthwhile project. The placing of the advertising board was questioned. It was confirmed that this would be on private land belonging to the Bridge Centre not on the highway. Thanks were passed to Nick Horten for attending the meeting. 6.Youth Matt Shearman had attended the Children and Young Peoples Partnership Plan (CYPP) on 16 November at Southampton. There were no workshops and he was not impressed by the content. Music Fusion had ended for Christmas but would continue in the New Year until March 2008. It was also confirmed that CHIVY was still running. 7.Hayling Island Plc This topic had previously been considered and a Mission Statement had been produced by Nigel Chilcott. However, it was recognised that this was a very large topic with a great deal of involvement required. A very good presentation had been provided by Colin Telford who had been unable to attend the Community Board meeting, which brought together the community strands on the Island. It was therefore suggested that an additional meeting be held to concentrate solely on Hayling Island Plc and discussion of the Mission Statement. It was agreed that Andy Lenaghan would contact Colin Telford to ascertain availability on Saturday 19 January 2008 (9am 12 noon). Paul Dennison offered use of the Bridge Centre for the meeting. Terry Worrall to prepare the agenda and to contact Mike Seddon (independent facilitator) or alternatively, Richard Taylor. Any input on items which should be included on the agenda should be forwarded to Terry Worrall.  AL TW8.HCP Board Update/Feedback The review of the Terms of Reference for Community Boards was questioned. A meeting of Community Board Chairmen had been held with Cllr Tony Briggs, the new Chairman of the HCP Board where Terms of Reference were discussed but only minor changes were made. There had been some discussion as to whether the HCP Board should be chaired by a Councillor and the extent to which Community Boards should be involved in planning issues. It was generally felt that the Community Board was a forum where the community could express its views and residents were very grateful for the support received in planning matters. Terry Worrall reported that he had received an email from Shawn Lambert regarding the planning work undertaken by the planning sub-group. It was confirmed that all Community Board members had been circulated with proposed letters to the council (on planning applications which could affect the local community) and following a discussion it was agreed that the legal position of the Community Board in writing letters regarding planning applications should be clarified. Andy Lenaghan to clarify the legal position. It was generally felt that the work undertaken by the Community Board should be highlighted by regular articles in the Hayling Islander.  ALFollowing difficulties experienced with members of the public at other Community Board meetings, a form of wording had been suggested to be displayed on agendas or on the table at Community Board meeting. The proposed wording was read to those present but it was agreed that this was not necessary at meetings of the Hayling Island Community Board. There was a short discussion regarding the advertising of Community Board meetings and it was agreed that copies of the poster provided would also be circulated electronically to Community Board members with an additional laminated copy to Paul Dennison. Helen Wood also to check with Matt Shearman that he would be able to distribute the posters. It was also suggested that a poster be displayed in the Community Centre.  HWJohn Perry confirmed that prices for the website were still to be obtained but that HICB had been registered. Content for the website would need to be agreed.
