Apologies had been received from Terry Worrall, Roy Jones, Margo Allen, Robert Woodward and Nick Horten. 2.Action Notes from Previous Meeting 9 July/Matters Arising The concerns of a local resident regarding the writing of previous minutes were noted. Congratulations were passed to Matt Shearman following success in the HantsWeb Awards. Item 8 It was confirmed that Community Board members were keen to progress the Pride of Place initiative at the Bridge Centre with Tuesday, Wednesday and Thursday mornings being suggested. These would coincide with the Advice Centre, with room for them to run side by side. The Police were also considering participation and Councillors were willing to attend on a rota basis. Paul Dennison would ensure that the Centre was opened at the appropriate times. It was agreed that Paul Dennison would arrange a meeting with relevant parties to discuss further. These would include Police, Claire Hughes, Sue Spencer etc.  PDThe need for advertising e.g. in Hayling Islander and signage to promote the initiative was discussed as was the requirement for funding. John Perry offered to print flyers and the possible printing of leaflets similar to those used for the Heritage Programme was considered. It was understood that monies remained available for the Community Board to spend. Helen Wood to check amount available and inform Andy Lenaghan. The building would be provided free of charge.  HWItem 9a Andy Lenaghan to check on start date of Phase 2 at Eastoke Corner. ALItem 9b There was a short discussion regarding the North Hayling Circular Route and accessibility for the disabled. An update on the current situation was required.  HW Tem 9c Nigel Chilcott reported that there had been consultation with parents of children aged 0 5 years and 5 12 years as a mapping exercise. Requests made would be matched with what was already available. An official mapping exercise would take place on 3 October 2007. A new Childrens Centre had been built at Mengham Junior School and Lydia Armstrong had been appointed. This was part of the extension of schools into the community, with a large number of activities. A meeting would be held at Mengham Junior School on 16 October for young parents to consider provision of facilities. Community Board members were invited to attend. Item 9d The Deputy Head of Hayling College had been invited to the next meeting of the Community Board to discuss community issues and youth involvement. Item 9f Planning Applications John Perry spoke of the Emsworth Community Board which had formed a sub group to deal with Planning Applications and reported back to each Community Board meeting. It was noted that although this took a great deal of time it also encouraged members of the public to attend Community Board meetings. Havant Borough Council saw the Community Boards as providing valuable input and as the main interface with the public. Steve Pearce, Chairman of Emsworth Community Board had stressed the benefits of working with the Residents Associations which providing individual responses to the Council. Planning Officers had been invited to, and attended Emsworth Community Board meetings. Emsworth Community Board believed that they had provided a positive effect for the town. It was confirmed that it would be necessary to maintain a close check on planning applications due to the short time scale for objections. It was agreed that a small sub-group be formed to consider planning applications. Phil Gooch volunteered and any further volunteers should contact John Perry direct. It was agreed that there would be co-ordination between the Community Board and the Residents Association over planning issues.  All3.Public Open Session There were no members of the public present. 4.Community Safety Sgt Steve Pratley attended the meeting and provided an update on community safety issues. Press issues Sgt Pratley was providing regular updates to the News and Hayling Islander and would be arranging a meeting with the new editor of the Hayling Islander with a view to obtaining monthly space to update the community on a variety of issues. Winsor Close A Community Day would be held on 28 October and would involve various agencies including army cadets and would involve litter picking, garden tidying etc, the main aim being to engage with, and involve, the residents. It was confirmed that Winsor Close was generally quieter. Dave Sheppard suggested contacting Malcolm Freemantle at the Fire Service who might wish to be involved. Youths were congregating at the Park and Beachlands and it had been reported that floodlights were not working in the Park . It was suggested that contact be made with Tony Cailes at Havant Borough Council. It was commented that there appeared to a lack of police vehicles around the park but Sgt Pratley confirmed that it was preferable for police to be on foot or on bikes as this enabled them to follow people more easily.  SP/ALThanks had been received for work undertaken at Beachlands. Police would be concentrating on the Beachlands area particularly for under age drinking. Signs relating to drinking were expected to be erected at Beachlands and around Park by 19 October. Youths were causing concern with bus companies which required resolving. A new PCSO would be commencing in November and bike and kit had been sponsored by West Star. As resources were limited such sponsorship was invaluable. Andy Lenaghan confirmed that very positive feedback had been received concerning PCSOs on Hayling Island. This was confirmed by Matt Shearman as PCSOs had improved the situation around Hayling College. PCSOs were also involved with Neighbourhood Watch which was developing well on the Island. Sgt Pratley was also hoping to acquire a head camera, such as that being used in Havant, as this could assist when dealing with youths. Cost was 650 but would be beneficial to the area. Local beat surgeries were being considered, probably in the form of a large van equipped with seating and tea/coffee making facilities. This would get the police back into the community and councillors had also agreed to go out with Police and PCSOs. The first location would probably be Elm Grove. The Green at Eastoke Corner was also suggested and suggestions for other areas would be welcomed. The van could work in conjunction with Pride of Place and locations for the mobile surgery would be advertised. There was a general discussion regarding parking issues at Mill Rythe School. Cars were parking in Church Road close to the roundabout which could be dangerous. The possibility of a car park being built was being considered. Matt Shearman offered to ask parents using the school for their views. It was emphasised that 101 should be used to report all incidents as information received via 101 was used to direct resources to problem areas. Matt Shearman suggested that 101 was promoted further and it was generally agreed that an article in the Hayling Islander would be beneficial. Thanks were passed to Sgt Steve Pratley. 5.Environmental Quality Rangers Report Nick Horton, EQR at Havant Borough Council, had sent an apology as he was unable to attend. 5aHavant Community Partnership Update Nigel Chilcott provided an update on the last meeting of the HCP. Draft Community Development Plan The latest Government White Paper changed the way local authorities would operate with greater scrutiny of planning by Community Boards. Community Boards would be used more for consultation Community centre control would move from councils to residents Formation of Parish Councils would be encouraged Making assets work Five elements were involved: Social justice Participation Equality Learning Co-operation Nigel Chilcott had prepared information for Community Board members which would be circulated. Comments were required to be returned to Nigel Chilcott by 16 October 2007. NC/HW5bMission Statement Nigel Chilcott circulated a document he had prepared based on the Emsworth Community Board Mission Statement. The document was discussed and amendments made. Nigel Chilcott would amend the document and circulate to members.  NC/HWThere was a short discussion regarding a web site for Hayling Island Community Board and it was suggested that a sub-group be formed to take this matter forward. Concern was raised that not all members were regularly attending Community Board meetings and providing input. Terry Worrall to be consulted with a view to adding an item to the next agenda.  HW/TWIt was suggested an item be added to the next agenda to discuss formal incorporation of the Market Town Group onto the Community Board.  HW/TWFollowing the formation of the Emsworth Town Partnership it was further suggested that Hayling Island plc should be added to the agenda of a future meeting. HW/TWJohn Perry suggested that the achievements of the Community Board should be published. Andy Lenaghan suggested that this should be covered as an item at the AGM which would cover the preceding year. A Community section in the Hayling Islander was also suggested. 6.Youth Matt Shearman spoke of the Hantsweb Award, which had included a new laptop, and an article which had appeared in the News on 24 September. The planning of an interagency meeting was in the early stages. A venue was being sought in the Havant area and activities which would engage young people were being considered. Music Fusion had started which provided drop in music sessions at Hayling Community Centre and included urban vocals. Free tuition and equipment was available. Sessions had also been booked at a recording studio. Tony Higham reported that the Market Town Group were hoping to sponsor music events at Eastoke Corner as a regular event. This could provide an opportunity for young people to play in public. 7.Open Forum/Developing Future Agendas It was agreed that Jackie Batchelor , Head of Development and Technical Services should be invited to the next Community Board meeting to discuss Development Consultation Forums. It was suggested that David Harris, Economic Development/External Funding Officer, be invited to speak to the Community Board at a future meeting. Andy Lenaghan confirmed that David Harris had attended a previous Community Board meeting and would check the date he had attended.  ALHelen Wood confirmed that Hampshire County Council had been requested to attend a meeting to provide an update on the Hayling Billy Trail but the response had indicated that this would not be possible until the new year. HWClaire Hughes and Gillian Blackmore had requested attendance at a Community Board meeting to discuss Play Strategy. It was suggested that this be at the December meeting and that Lydia Armstrong should also be invited.  HWCaren Ransom, the new Equalities and Access Officer had also asked to attend a future Community Board meeting to discuss her role.
