Introduction and Apologies  Terry Worrall welcomed all to the meeting. Apologies had been received from Paul Fisher, Shawn Lambert, Colin Turner, Margot Allen, and Dave Sheppard. 2. Community Strategy Review Nigel Chilcott provided information on the Community Strategy and the need to review the current strategy and produce an updated, sustainable strategy. A questionnaire was circulated to Community Board members for completion. Individual responses would be collated into a single Community Board response. 3. Development of Updated Customer Access Strategy David Bridges, Head of Customer and Support Services and Janice Newman, Customer Services Manager from Havant Borough Council attended the meeting obtain the views of the Community Board on the various access channels to the Council for information and services, any improvements which could be made and how access could be made available to those who were hard to reach. (A document had previously been circulated to Community Board members).  There was discussion regarding lack of Council presence on Hayling Island. It was confirmed that Beachlands did provide a service and would contact the main offices if any issues could not be resolved. It was not felt that this service was well publicised or known. Tony Higham to advertise this facility in the Hayling Islander. Libraries and Community Centres would be involved in future discussions. The use of email alerts to subscribers for emergency works etc was suggested and the use of Serving You was discussed. Any views should be forwarded to Helen Wood by 6 August 2007. Thanks were passed to David Bridges and Janice Newman.  TH4. Action Notes from Previous Meeting/Matters Arising The minutes of the previous meeting were approved. A significant amount of correspondence had been received from Mr Over and John Perry had offered transport to the meeting but had received no response. John Perry to pursue.  JPASBO sheets had been circulated. A Pride of Place sub-group had been formed and a meeting held. A provisional date for a meeting at Leigh Park Pride of Place had been made for 18 July. Nigel Chilcott confirmed that he would be withdrawing from the sub-group. Copies of the Emsworth Mission Statement diagram had been circulated. It was agreed that this could form the basis for a similar diagram for Hayling Island Community Board. This would be discussed further at the next meeting. Helen Wood to add to next agenda.  HWAndy Lenaghan confirmed that it would not be possible to utilise the seating at Eastoke but further consideration would be given to the area. 5. Public Open Session - There were no items from members of the public6. Environment Agency and Planning Kim Smith, Development Control Team Leader, provided an informative presentation on the role of the Environment Agency which provided planning advice to local planning authorities and had a close relationship with coastal engineering and which since 2006 had been a statutory consultee. A description of flood zones was provided and the importance of safe development was seen as paramount. The Environment Agency was working with Wimpey and Grainger in Waterlooville to provide sustainable drainage as part of the MDA which was designed to reduce flood risk and improve water quality and amenities. Flooding generally was often due to inadequate drainage systems and development in a flood risk area would be likely to increase the call on emergency services and increase the possibility of fatalities similar to those which had occurred during recent flooding in Yorkshire. There was a discussion regarding responsibility should flooding occur at developments permitted by the local authority. Kim Smith confirmed that the Environment Agency were prepared to take appropriate action to prevent development in flood risk areas and this could go as far as the Secretary of State. Further information was available on the Environment Agencys website. Thanks were passed to Kim Smith. 7. Community Safety Police officers attended to update the Community Board on community safety issues. It was confirmed that ASBO posters had been distributed to the Fire and Rescue Service, Environmental Ranger and notice boards. Members of the community were encouraged to report any breaches of ASBO conditions as this could enable further action by Police. There continued to be issues at Winsor Close. A multi-agency approach including litter picks etc. was being considered as residents were concerned about the condition of the Close. There was a discussion regarding use of the media and it was confirmed that the police had a meeting with Hayling Forum with a view to this being used. It was suggested that the Hayling Islander was the main means of communicating to residents although it was recognised that this was only published monthly. It was suggested that press releases should go to the News and to the Hayling Islander and that the police should consider a regular article in the Hayling Islander. 8. Environmental Quality Ranger Nick Horten attended the meeting to provide an update on environmental issues and confirmed that a Fly Tip Hit Squad had been formed to tackle fly tipping. It was reported that an arrest had been made and a person charged for the dumping of newspapers in Ferry Road, however this had re-occurred. Nick Horten to check.  NH9. YouthMatt Shearman circulated a number of leaflets including Streetsport activities for 8 -15 year old within the borough of Havant. Youth workers continued to support music sessions run by Music Fusion on alternate Mondays at the Community Centre. However these were to be reviewed. The Youth Service supported a police initiative at Windsor Close by attending a residents meeting on 14 June to ensure young people in the area were aware of activities available to them. Rainbow Site The youth service supported Portsmouth Housing Association (PHA) and Portsmouth Art Community Education (PACE) on a second consultation session with young people to obtain design ideas. A meeting of the wider community was held on 9 July 2007. It was intended that the painting would be undertaken during the first week of the school holidays. CHIFY (Confidential Health Information for Young People) continued to be busy. 10. Open Forum for Community Board Members There was a general discussion regarding the Councils proposal to introduce a borough-wide Drinking in Public Places Order (DPPO). A vote was taken and it was agreed that the Community Board would support the proposed borough-wide plan.
