AGENDA Action1. Introduction and Apologies  Terry Worrall welcomed all to the meeting especially Goizeder Cotano from Portsmouth Housing Association who would provide information on work at the Rainbow Centre. Apologies had been received from Shawn Lambert, Margot Allen, Phil Gooch and ACSOs. Action Notes from Previous Meeting/Matters Arising The minutes of the previous meeting were approved. A joint letter had been sent from the Community Board, MTI and Residents Association regarding transport. It was agreed that John Perry would contact Mr Over who had requested a copy of that letter.  JPThe Environment Agency had been contacted and would attend the July meeting. Planning Officers had also been contacted and may also attend the July meeting. Hayling Billy Line Countryside rangers had been contacted and would attend a future meeting of the Community Board, probably in October. 3. Public Open Session - There were no items from members of the public 4. Hayling Billy Trail - Deferred to October 5. Community Safety Police officers attended to update the Community Board on community safety issues. An ASBO had been issued with conditions and 3 month curfew until 2009. Conditions included non association with certain other people. Evidence was also being gathered on other potential ASBOs. It was confirmed that any breach of conditions could result in arrest and prison. Following the issue of the full ASBO Dave Sheppard asked for sheets for the Fire Station (and also the information for the Gosport ASBO). Police to pursue.  PoliceParks had been very quiet. There had been a spate of thefts but these had stopped. PCSOs were working well, walking and cycling around the Island and had been well received. 6. Environmental Quality Ranger Nick Horten attended the meeting and confirmed that ASBO notices, as discussed at a previous meeting had been circulated to Havant Borough Council staff working on Hayling Island. Environmental Rangers would be undertaking weekend and evening patrols during the summer, liaising with PCSOs, particularly in park areas. Large scale littering had occurred as previously mentioned had ceased. It was emphasised that this had not been caused by young people. An arrest had been made. Tony Higham raised concern over the quality of street sweeping on the Island which was also confirmed by Roy Jones who spoke of issues with the street sweepers along the Seafront. Nick Horten suggested that contact be made with Peter Vince at the Civic Offices. Nigel Chilcott felt that there were no such issues at Northney. 7. Pride of PlacePaul Dennison had been to the presentation at South Downs and had visited Pride of Place at Leigh Park and believed that a building or shop would be the key to a successful project. He suggested that the Bridge Centre could be a possible venue from which to start as it was reasonable central and close to police station and park. The Bridge Advice Centre were based at this location events were held for young people and the Youth Caf used the Centre every Friday. Kitchen facilities were also available. Disabled access and toilets were being considered. There was a general discussion regarding funding for Pride of Place to move forward on Hayling Island and the possibility of help from the Havant Community Partnership or the Police. There had also been speculation on closing down Hayling Police Station although the police emphasised that there were no current plans for this to happen and there would be large cost implications. They also stressed that Pride of Place was not a substitute for a police station Tony Higham spoke of Botley and money received for a new community focus centre, church extension and community activities.It was agreed that a sub group be formed to meet with Claire Hughes within two weeks. Sub Group to include Terry Worrall, Paul Fisher, Paul Dennison, Matt Shearman, Tony Higham and Nigel Chilcott. Helen Wood to arrange.  HW8. Hampshire Action Teams (HATs)Margaret St George had arranged a meeting of Community Board Chairs to discuss speed restrictions to 30 mph. Hayling Island only had one road with a 40 mph limit. Emsworth and Leigh Park Community Board were in a similar position and it was felt that the time could have been better spent, but it was a good opportunity for the chairs of the boards to meet. Listening Activity a letter had been received from Ted Gale and circulated to Community Board members. There was a short discussion regarding parking on grass verges which could be considered as driving elsewhere other than on the road and whether parking tickets would be issued in these circumstances. Andy Lenaghan confirmed that a Task and Finish Group would be considering parking on grass verges which was particularly relevant to Leigh Park but not a specific problem on Hayling Island. 9. Havant Community Partnership UpdateNigel Chilcott provided an update from the Havant Community Partnership Board meeting the Community Board. A discussion was held regarding planning matters and consultation with Community Boards. The Statement of Community Involvement stated that developers should consult with Community Boards. There had been no such consultation for Hayling Island. Any absence of consultation should be reported. An update was provided by Paul Ramshaw on the Built Environment.The Community Strategy would end in 2008 and would be reviewed. A meeting was to be held on 2 July to discuss priorities. Nigel Chilcott and Terry Worrall would attend. There was a short explanation regarding the work of Havant Community Partnership and role played by Havant Borough Council i.e. Havant Borough Council was only one of the partners in the Havant Community Partnership. There had been a presentation on funding for youth services with Havant being the third highest funded area in Hampshire. Concern was also expressed on services provided for the care of the elderly. An update had been provided by Emsworth Community Board and a single page mission statement diagram circulated. Copies to be circulated to members. HW10. YouthMatt Shearman reported that a meeting had recently been held between area representatives and Havant Borough Youth Council and an application for funding had been made to assist in succeeding in their roles. Youth workers continued to support music sessions run by Music Fusion on alternate Mondays at the Community Centre. The Youth Service would look at supporting a police initiative at Windsor Close by attending a residents meeting and ensuring young people in the area were aware of activities available for them on the Island. Rainbow Site The youth service supported Portsmouth Housing Association (PHA) and Portsmouth Art Community Education (PACE) on a consultation session with young people to obtain design ideas. Goizeder Cotano from Portsmouth Housing Association (contact number 023 9289 6719) provided additional information on this issue. It was confirmed that work was being undertaken with Liz Walker and Andy Lenaghan and concerns regarding the site were being considered. The site was clean and tidy but it was agreed that an art project on the hoardings would brighten the site. This would take place during the first week of July. Several consultations would be held although it would be difficult to work with magazine deadlines. It was confirmed that when consultation dates had been agreed the Community Board would be informed and designs would be provided. Various ideas had been discussed and would be considered by an artist who had been involved in a project at Portsmouth with a railway theme. The design would be a picture type mural scene (possibly with a leisure theme), not graffiti type boards. It was anticipated that there would be consultation session, probably in the Community Centre with painting commencing on site week commencing 23 July 2007 as a community event. Young people under 16 years old would require parental permission to be on site. It was confirmed that this would be a temporary project but it was suggested that the panels could eventually be displayed elsewhere. Matt Shearman spoke of CHIFY (Confidential Health Information for Young People) which prided sessions each week at the Health Centre, supported by a nurse and youth worker. These sessions were well used by young people but concern was raised that the nurse could be leaving later in the year. It was seen as important that the service continued and the youth service and CHIFY steering group were starting to look for a replacement. Colin Turner suggested a suitable contact. 11. Open Forum for Community Board Members Andy Lenaghan confirmed that a firm of consultants had been appointed for Destination Hayling and that there would be full public consultation. Timescale was likely to be the end of September. There was a general discussion regarding Eastoke Corner with the opinion that the area had improved dramatically but was bland and colourless. It was felt that dramatic planting to the east would improve the site but that colour was required. Andy Lenaghan agreed to pass this to the three ward councillors. It was understood that there had been a budget for floral decoration but it was not know whether this was still available. Andy Lenaghan to check. An update on the North Hayling Circular Path was required as the gates had not been installed. It was understood there had been an issue with land owners. Andy Lenaghan and Dave Sheppard were liaising)  AL/HWTony Higham reported on the MTI (Market Town Initiative) and confirmed that the DVD and Scarecrow Festival were being discussed. There were a large number of potential projects (50 60) and there was a need to decide which projects should be taken forward. A report would be available in the near future at which time priorities could be decided. An AGM would be held in October and it was hoped that more people would participate. There was a need to decide whether a limited company should be formed. The report would be available in the library and electronic copies would also be available. At least one copy would be forwarded to the Community Board. A reply to the letter sent regarding transport had been received and the proposals made were being considered. The Scarecrow Festival would be held at the end of July/start of August with the carnival. The possibility of obtaining funding was questioned and it was confirmed that attempts had been made e.g. with Destination Hayling. Andy Lenaghan confirmed that a full time officer was available at Havant Borough Council which could help towards small community projects. It was important to agree on a project before funding could be pursued.
