Introduction and Apologies  Terry Worrall welcomed all to the meeting especially John Perry and Paul Dennison who had been elected on to the Community Board at the Annual General Meeting. No apologies had been received. Action Notes from Previous Meeting/Matters Arising The minutes of the previous meeting were approved. Proposed: Terry Worrall Seconded: Colin Turner Andy Lenaghan confirmed that West Town was included in the Proposed Bye-Law Relating to the Consumption of Alcohol in Public Places. Nomination for Membership  A nomination for membership to the Community Board had been received from Phil Gooch but as he had been unable to attend the AGM it had been agreed the nomination would be considered at the next meeting. Phil Gooch provided a short presentation regarding his reasons for wishing to become a member of the Community Board. It was proposed that Phil Gooch be elected on to the Community Board. Proposed: Andy Lenaghan Seconded: Terry Worrall Agreed unanimously Public Open Session Terry Worrall had received an email regarding public transport from Mr Over, a resident on Hayling Island. It was uncertain whether the Community Board could have any input with such an issue as this was Hampshire County Council responsibility. The emails received from Mr Over were read to those present and covered issues such as lack of seats and shelters at bus stops and the lack of buses at Northney. There was a general discussion regarding the various issues surrounding transport on Hayling Island and it was confirmed that this had been identified by the MTI. Letters had been written to Stagecoach and Hampshire County Council with recommendations on routes which could be used both on the Island and to encompass the local hospitals. Replies had not been received to date. A short discussion took place on the provision of accessible buses and the provision of alternative arrangements. It was confirmed that although there were no bus routes through Northney, a regular taxi service was available and Dial a Ride was also available. Havant Council of Community Services had confirmed that they had only two customers on Hayling Island. It was also confirmed that all available services are shown in the bus timetable. Andy Lenaghan confirmed that Hampshire Transport Panel met regularly but that bus services were commercial organisations and therefore had to be profitable. Community transport had been discussed at the HAT meeting on 22 March as had funding. It was agreed that a joint letter would be written from the Community Board, the MTI and the Residents Association which would reinforce the letter already sent. This would cover such issues as low level buses/accessibility, the reduction of services particularly on Sunday and the lack of service at Northney. A copy of the letter would also be sent to Tracy Ford at Havant Borough Council, the new Portfolio Holder Cllr Tony Briggs and Cllr Ted Gale. TH/PF/TWLiz Walker spoke of graffiti work at the Rainbow site. Youth Services had spoken to a group at Portsmouth and there would be consultation with young people and the community. Dates were currently being organised and designs would be considered. It was suggested that information be sent to the Hayling Islander. Tony Higham confirmed that the MTI Group had met and that many different organisations were considering youth issues. It was hoped that a brainstorming session could be held to ascertain the actual issues and what can be achieved in both the long and the short term. There was a short discussion regarding who should be involved. Nigel Chilcott requested that a representative from the Churches be involved and Liz Walker asked to speak to Tony Higham as she would like the detached youth workers involved. Andy Lenaghan expressed the view that the youth themselves should be involved as per the skate park. Andy Lenaghan confirmed that interviewing for consultants regarding the development of the Rainbow site was imminent and there was a brief discussion concerning the use of local consultants.Community Safety Steve Pratley, Safer Neighbourhood Team on Hayling Island, was new to the Island and provided a short personal history and confirmed that his email address was open to all. He also reported that he had received positive feed back on the increased police presence on Hayling Island. The Safer Neighbourhood Team consisted of Steve Pratley, 2 Beat Officers, 4 PCSOs and 4 Special Constables who were out in the community on patrol rather than in the office. Steve Pratley provided an update on community safety issues including Winsor Close where it was important that all agencies worked together. It was understood that the freehold for Winsor Close was for sale and would be auctioned in July. There had been major deliberate littering issues which were being investigated. There was a discussion regarding the reluctance to display posters regarding ASBOs. It was suggested that some posters were laminated and it was agreed that posters would be displayed on the Residents Association notice board. Dave Sheppard requested posters for the Fire Service to display and it was suggested that Council notice boards could also be used. There was a brief discussion regarding possibility of the ASBO Team acting as witnesses for individuals not willing to follow up incidents themselves. Nick Horten also suggested that posters could be taken by road sweepers and parks staff. Matt Shearman spoke of the increase of police officers and PCSOs near the Co-op. Those present were informed that this was due to complaints of littering and thefts. 6. Environmental Quality Ranger Large scale littering had occurred as previously mentioned by the police. This consisted of torn up betting slips. A resident questioned whether Environmental Rangers could take action over unsightly gardens and was informed that there was new legislation and such issues would be passed to the Planning Department. The issue of neglected hedgerows and trees in Northney (which could potentially fall and cause road blocks) was also raised. Such issues should be referred to Highways who can instruct land owners to cut back vegetation. Havant Borough-Wide Urban Design Guide Workshop An email had been received from Julia Goddard regarding the above workshop to be held on 25 May. It was agreed that Terry Worrall, Nigel Chilcott and Shawn Lambert would attend. Helen Wood to inform Julia Goddard.  HW8. YouthMatt Shearman confirmed that Havant Borough Youth Council had held their AGM. There was a new Executive and Matt Shearman was Vice Chairman. There were representatives to cover each area, similar to that of the Community Boards.9. Open Forum for Community Board Members There was a discussion regarding the wish to have closer interaction between the MTI, the Residents Association and the Community Board and ideas and suggestions were required on how this could be achieved. Tony Higham reported that the final MTI Report was almost complete and had 50 70 suggestions for the Island. The issue of planning policy and development on the Island was discussed with concern expressed about the refusal of permission to build in an area of flood risk. It was questioned whether the Community Board should be involved in protecting future development on the Island and dealing with the local authority. There was a general feeling that part of the Island was blighted because of the risk of flooding although the view was also held that it would be necessary to build differently in such areas. There was a short discussion concerning the issue of flooding, insurance and house prices. It was agreed that the Environment Agency be invited to the next Community Board meeting to discuss the policy. This could then be brought forward to a meeting of the Residents Association scheduled for 19 July 2007 when flooding and defences were to be discussed. Helen Wood to contact Environment Agency.
