Introduction and Apologies  Terry Worrall welcomed everyone to the meeting. Apologies had been received from Matt Shearman, Tony Higham, Dave Sheppard and Andy Lenaghan. Police officers had come to the meeting but as it was the AGM and there being to item for a police update it was agreed that they would not stay. Action Notes from Annual General Meeting held on 27 April 2006 There were no action notes from the last Annual General Meeting. Chairmans Annual Report 2007 Since the inception of the Hayling Island Community Board, we have seen a number of changes in both members and responsibilities. Initially our aim was to spend 50,000 on smaller projects and to bid for a share of around 3,000,000 on offer from the Office of the Deputy Prime Minister as a liveability grant. Following our great success of securing the lions share for the Eastoke Corner project, we then turned our attention to other sources of funding, and unsuccessfully bid for lottery funding for improvements to the Billy Trail. Destination Hayling Island was the next great opportunity, which HBC dealt with in a splendid manner when you consider the very short time available for the construction of the bid. Unfortunately we were not to be successful and the bid was rejected, but it saw the start of a plan for the future development of the seafront. Of course there were detractors, many of whom failed to see the long term benefits of attracting sportsmen and women to our Island to boost the economy with cash and job opportunities. We must remember that the primary goal of the board is to improve where we live, earn and learn. I have recently received an Email from a concerned resident, that it was their belief that it was the duty of the Community Board to deal with problems appertaining to public transport, this is not the case, we can only deal with such items if they are put to us or we perceive a problem. To this end, I have asked that the facts be presented to us and we will discuss the subject and ascertain if we can assist at our next regular meeting. In the same Email the question was raised as to whether or not we are an elected body, I have dealt with this topic on several occasions in the past and I now re-iterate, we are of the people, for the people and by the people. I have also just received another Email from the same concerned resident, via Helen, questioning our election process this evening and I now state the process; The laid down process as agreed by the chairpersons of all 6 community boards, is that all applicants should make themselves known prior to the AGM and provide a short explanation as to where they live, earn or learn and what they feel they could bring to the community, which they either present to the assembly, or the Chair can read on their behalf. However it is also understood that applicants may make themselves known on the evening and provision is made for this eventuality. The voting process is to the whole assembly, who if they wish to vote need to verify where they live, earn or learn. Additionally, any member who needs to stand down due to the rule of one third for election may stand for immediate re-election under current agreements. Moving on, a significant development to our working for a better environment was the support we offered to the Langstone board and Residents Association in their fight against the Bosmere Field development, putting an end to the ill conceived notion that we as islanders are isolationists, already we have sought assistance from Leigh Park Board re. the Pride of Place initiative. At a recent meeting, I suggested that we, the MTI group and the Residents Association should strive to form stronger bonds and together protect and develop the Island we all love, with this in mind Hayling Island PLC will remain on future agendas. In the past year we have lost for personal reasons, two of our founding members, Enid Ashley and Jean Jevon and I would like to go on record to thank them for their invaluable contribution. In conclusion, I would like to thank, all the members for their support, the members of the public for their attendance and a special thank you to Helen Wood for all of her help. Nominations for membership There were three new nominations for membership, one of which could not be present at the meeting (Philip Gouch). It was agreed that Philip Gouch be invited to the next meeting of the Community Board to provide a presentation. John Perry and Paul Dennison each gave a brief presentation about themselves and their reasons for wishing to join the Community Board. Dave Sheppard had stood down from the Community Board and was standing for re-election. Due to the requirement for there to be 5 vacancies on the Community Board Terry Worrall also stood down and was standing for re-election. Helen Wood then asked if there were any objections to any of the candidates and whether it was agreed to elect the candidates en masse. Agreed unanimously. John Perry, Paul Dennison, Dave Sheppard and Terry Worrall were welcomed on to the Community Board. The nomination from Philip Gouch would be considered at the next meeting.
