Introduction and Apologies  Terry Worrall welcomed Dennis Ansell and Liz Walker to the meeting. Apologies had been received from Tony Higham and Dan Johnson (Police). Action Notes from Previous Meeting/Matters Arising Item 2 The possibility of contributing to the Hayling Island CD had been investigated but there the question of whether the MTI should use Liveability money had been raised.  TW A letter had been received from David Willetts regarding the issue of litter and the importance of arranging insurance, risk assessments etc when work was undertaken. He had confirmed that he was happy to take this matter further either with Havant Borough Council or the Government. Andy Leneghan confirmed that residents of St Helens Road had written to Councillors and the problems had abated. It was confirmed that the planning application for Bosmere Field was not going ahead although it was likely that this would go to appeal and may/may not go through eventually. Paul Fisher complimented Nigel Chilcott on his excellent presentation on behalf of the Community Board. Nigel Chilcott believed that it was necessary to make a Freedom of Information application to Havant Borough Council and Hampshire County Council for background papers and additional information concerning any agreement between them. All agreed that such an application should be made.  NCItem 10 There was some confusion regarding the Esso Garage application and whether it had been withdraw or re-submitted. Andy Lenaghan to pursue and email Terry Worrall.  ALCommunity Safety Apologies had been Sergeant Dan Johnson due to work commitments but he would be available to discuss any issues which arose at the meeting. Environmental Quality Ranger Nick Horten, a new Ranger to the area introduced himself and spoke of his work and current issues. An issue with horse box litter at Beachlands was being investigated. Graffiti on the wall of a disused house at The Ferry Inn area was being removed each time it appeared. Nick Horten was arranging to spend more time at local schools to improve the rapport with young people. Anyone wishing to contact the Ranger could do so via Havant Borough Council Customer Services. Any reports of damage/litter etc should be reported direct to Customer Services to ensure it is entered on Remedy the Councils official complaints and tracking system. Paul Fisher spoke of previous discussions regarding the ability of the Council to clear litter from private land specifically the Rainbow site owned by Portsmouth Housing Association and surrounded by litter. Andy Leneghan confirmed a meeting had been arranged to discuss this matter further. Nick Horten agreed that it was theoretically possible for the Council to compel people to clear private land. Pride of Place Roll-Out Dennis Ansell provided information on the history of Pride of Place in Leigh Park, opening times, staffing, groups currently using the site and activities such as CREW weeks, Clean Sweeps and craft workshops. Funding remained an issue and the possible loss of Zoe Pragnell in the future would impact on the project. There was a general discussion concerning possible sites for a shop on Hayling Island namely the Community Room at the Library, a building opposite the library (extended schools) and the Bridge Church Centre. The size of the site and costs of rent, electricity etc. was discussed as was the need for a central location such as Mengham. It was recognised that there was a great deal to be considered by the Community Board and that the biggest obstacle would be funding. Thanks were passed to Dennis Ansell for the information provided on Pride of Place.6. Public Open Session (15 minutes) There was a brief discussion concerning a meeting at the Rainbow which Liz Walker would attend to represent Youth Services and the design and approval of graffiti art.  7. Youth It was reported that Havant Borough Youth Council was currently being re-structured with a change in roles. There would be representatives to cover the six Community Board areas. April Meeting and AGM Terry Worrall confirmed that he would be prepared to continue as Chairman if the Board wished. Anyone wishing to stand as Chairman should let him know before the next meeting. One third of the Community Board would need to stand down excluding Andy Lenaghan who was the nominated Councillor. Don Hooker and Derek Bowerman had resigned and David Sheppard had indicated that he wished to resign. Jean Jevon was also considering standing down. Terry Worrall would contact Jean Jevon. A written application would be needed from anyone wishing to be considered for election to the Community Board at the AGM. Anyone aware of any candidates should contact Helen Wood.  TW9. Open Forum for Community Board Members Paul Fisher raised the issue of the 23 CCTV cameras within the Borough, none of which were on Hayling Island. The camera at the bridge was not a council camera. The number of operators had been decreased and the current system was old. The Community Board were reminded of the Shoreditch experience originally raised by Tony Higham.  Nigel Chilcott would be attending the HCP Board on 21 March. Anyone wishing any issues to be raised should contact him. The main item would be the Local Development Framework with consultation ending on 5 April 2007. Robert Woodward had attended a two day Safer Communities course held by Hampshire Constabulary at Winchester which was aimed at Police, Local Authorities and Community Boards. It had provided a free flow of questions and opinions and included problem solving exercises, considered anti-social behaviour and relevant legislation and the effective use of various forms of contract. Terry Worrall spoke of the Proposed Bye-Law Relating to the Consumption of Alcohol in Public Places. This did not include any areas on Hayling Island although it was believed that West town should be included. Andy Leneghan to check and report back.
