Introduction and Apologies  Terry Worrall welcomed all those present and provided a brief summary regarding Community Boards. Apologies had been received from Andy Lenaghan. Action Notes from Previous Meeting/Matters Arising Item 2 Terry Worrall had received confirmation from Richard Taylor that the Community Board had spent 800 and therefore had 1,200 remaining. Terry Worrall would investigate whether it would be possible to use some of this money on the Hayling Island CD. This would then be discussed further. There was a brief discussion concerning insurance and some documentation had been circulated. Havant Borough Council needed to be aware in advance of any actions requiring council insurance cover. Terry Worrall had contacted William Prince (Havant and Bedhampton Community Board) who was pleased to receive the support of Hayling Island Community Board over the Bosmere Field Site and the traffic lights. Discussion on Bosmere Field had been deferred to 1 March 2007. Item 4 Dennis Ansell and Zoe Pragnell would attend the next Community Board meeting to speak about Pride of Place. Item 8 The AGM would be held in April, not March as agreed at the previous meeting. The date for the AGM was confirmed as 23 April 2007. TW 3. Public Open Session (15 minutes)  Nil   Environmental Quality Ranger The Environmental Quality Ranger did not attend the meeting Pride of Place Roll-Out This was deferred to the next meeting when Dennis Ansell and Zoe Pragnell would be attending. Matt Shearman introduced Fergus Carter-Brazier who was on the Youth Council and the Leigh Park Community Board and was involved with Pride of Place as Police Youth Liaison Officer. He spoke of the success of the Pride of Place premises in Leigh Park and felt that it had brought the community together as it was not a police station but an advice centre. For the benefit of members of the public there was a brief resume on the principles of Pride of Place. Roy Jones had located two possible sites but funding needed to be considered.  Youth Matt Shearman informed the Community Board that there were 1336 young people on Hayling island and 3025 in Leigh Park. The Youth Service had two workers on the Island (13 19 year olds) and activities included the skate park, music fusion and the Hi Y Cafe (Hayling Island Youth Cafe) in Mengham Park. Funding for youth workers would amount to: Level 1 13,854 p.a. (7.80 p.h.) Level 4 17,910 p.a. (9.28 p.h.) The cost for 5 hours per week would be 3,500 per annum plus venues, travel etc. Youth workers always worked in pairs if out on the street. Liz Walker from the Youth Service was concerned that if a suitable building were found, the difficulty would be in obtaining revenue costs year on year. It was important that organisations worked in partnerships to enable the obtaining of funding for such a project and that relationships were built up between the young people and the detached workers. Youth would be a standing item on future agendas.  Hayling Island Plc There was a discussion concerning the MTI meeting which had been held the previous week. Terry Worrall felt that it had been a very good meeting with a great deal of information and that it had mirrored the Community Board information to some extent. He felt that the MTI and Community Boards could become a single organisation as there were similar ideas and goals. Terry Worrall proposed that a discussion group be formed after the AGM to investigate how closely the Community Board, MTI and Residents Association could work together. Tony Higham confirmed that the MTI wanted the best for Hayling Island and that there was an active group of businessmen involved who wanted Hayling Island to be successful. They were currently looking at heritage, guided walks etc. Terry Worrall suggested that Hayling Island plc be discussed at the first meeting after the AGM and proposed that Tony Higham ceased being a resident member of the Community Board and became the MTI representative.  April Meeting and AGM This was covered at Item 2 8A Havant Community Partnership Update  Nigel Chilcott reported on the recent meeting of the HCP Board (A copy of his report to the HCP Board had been circulated). One of the items on the agenda had involved the holding of funds by Community Boards and this was discussed further by the Community Board. A document relating to Community Interest Companies (CIC) had been circulated to Community Board members and was briefly discussed. It was agreed that this would be discussed further at the same time as the Hayling Island plc item (after AGM). There had been a very good presentation on economic development and progress. Terry Worrall complimented Nigel Chilcott on the letter he had written relating to Bosmere Field. It was confirmed that there would be a further meeting relating to Bosmere Field on 1 March 2007 and it was suggested that as many people as possible should attend. The writing of a further letter was considered but it was agreed that the original letter would suffice. 9. Community Safety Accredited Community Safety Officers provided an insight into their work. They acknowledged that there was an issue with Hayling Park and confirmed that they were working towards improving the situation with the help of the police by undertaking regular patrols in the area and speaking to the young people. FPNs were not normally issued to under 18 year olds but alcohol could be confiscated and a letter sent to parents. It was confirmed that ACSOs did not currently have air wave radios to communicate with police but did use mobile phones. There was a short discussion concerning powers of search and the difference between a citizens arrest and a civilian arrest. Terry Worrall asked for clarification on this. Sergeant Dan Johnson and PC Phil Barron attended the meeting to provide an update on police matters. Terry Worrall questioned the relationship between the ACSOs and the Police. It was confirmed that ACSOs were employed by the Council and had different powers to those of the PCSOs who were employed by the police. Communication had been an issue but this was being resolved and all worked well together. Sergeant Johnson had been in post for 2 weeks and believed one of the main issues was at West Town, particularly around the park with the gathering of youths and anti-social behaviour. There was a short discussion concerning containing large groups within the park or moving them on. Under age drinking was seen as a seasonal issue not a major problem during the winter. PC Barron spoke of a gang of young people who had been kicking fencing and back doors in Richmond Close to obtain a reaction from residents. Following a recent arrest this activity had ceased. A resident believed there was an issue with part time policing. However it was confirmed that there was police cover at all times although the police station, which was manned by a civilian support officer, was only open between 4p.m. and 8 p.m. as there was no demand for it to be open any longer. The reduction in funding was discussed but this was not likely to affect Hayling Island. Cuts were mainly in not increasing resources rather than cutting back. A further four PCSOs, with similar powers as the police, would be based on Hayling Island with effect from March and their shifts would cover 8 a.m. to 12 midnight. The police confirmed that Winsor Crescent and The Crescent had been very quiet for some months with some families moving away. Thanks were passed to the Police and ACSOs.  ACSO10. Open Forum for Community Board Members Eastoke Corner the placing of a sign and the possible need for planning permission was discussed and an email from Julie Boschi was read out. Work was on programme and seating, sundial and kaleidoscope should be installed mid to late March. Terry Worrall proposed that the money for an A1 notice be taken from the remaining 1,200 as discussed at Item 2. Tony Higham informed Community Board members that there was a planning application to rebuild the Esso garage with toilet facilities and a small caf. It was felt that this might be an opportunity for a dialogue with Esso regarding facilities for the general public. There was a short discussion concerning ownership of the land. Sinah Warren had been asked, and were considering, the provision of a viewing platform. It was agreed that there were a number of things which could be achieved by talking to the right people. Jean Jevon asked about charges for disabled parking. Terry Worrall confirmed that there had been a 30% increase rather than a 60% increase but no movement in the minimum time. St Marys Road car park was still under discussion and there was concern that payment may be required in future which was likely to lead to more parking on double yellow lines. Nigel Chilcott, as HCP representative, had received a Havant Borough Council consultation paper regarding the Disability Equality Scheme. This was open until July and was passed to Jean Jevon for consideration. A resident questioned whether the Community Board had any authority over the future of Wheatlands Avenue car park. Terry Worrall confirmed that the Community Board currently had no involvement although it had been suggested that the community centre be used for a Community Board meeting but this had not proved possible.
